New Research Shows That Enterprise-wide Project Management Offices Are More Effective

According to a global research study by management consulting firm, Business Improvement Architects, From Crisis to Control: A New Era in Strategic Project Management, departmentally based PMOs are successful in their own silos but not accepted outside their span of influence. The study found 60% of department PMOs said that all levels of their department embraced the PMO while 57% of survey respondents said that all levels of the organization didn’t embrace the direction of the PMO. It seems that many PMOs fail to address strategic priorities of the organization because they are departmentally based and cannot assess how well each project fits with organizational priorities and key corporate strategies. This leads to lack of executive sponsorship and dismantling of the PMO within one to three years.

“An enterprise-wide PMO is better able to sustain senior management support by aligning all corporate-based and departmentally based projects with the corporate strategy, “says Michael Stanleigh, President of Business Improvement Architects. “Enterprise-wide PMOs can prioritize project implementation across the organization, ensuring that only projects contributing to the corporate strategy get implemented and that each project has sufficient resources to succeed. They can also enforce consistency in all elements of project planning and project management.”

The research study offers a number of recommendations for organizations to structure an enterprise-wide PMO for optimum results plus other recommendations for organizations to improve their project success including: the need to build project management into the organizational culture, improvements in performance management and use of project management best practices.
